Analysis of flood and drought of YSSRB in 2002 and 2003

The paper gives an introduction of physical geography of the Yi-Shu-Si River Water System of the Huaihe River Basin (YSSRB), including its geographical location, topographical and geomorphologic conditions as well as hydrological and meteorological features. It also includes Yi-Shu-Si river system, natural river system and man-made channel, and conditions of main channels and lakes as well as the South-to-North Water Transfers project. The distribution of the YSSRB hydraulic engineering and the effects of the projects on flood prevention and water resources management are discussed. The precipitation, flood and hydrological situation in 2002 and 2003 was analyzed. In 2002, the YSSRB experienced a heavy drought. The disaster in western area was especially serious and the water transfer over basin through project played a great role in the drought relief. In 2003, the second largest of flood since 1950 happened. It caused flood disaster over large area. The lasting time of flooding was long and the water volume was great. All this led to the highest water level for some hydrological stations in the recent 30 years. The paper also gives analysis on the climatic cause of the floods and drought disasters, and the impacts of human activities on natural environment.
